Co-determination is the German legal framework that gives employees a formal voice in workplace conditions and, in larger companies, corporate economic planning and governance. At the establishment level, eligible employees can elect a works council. The council represents the workforce, monitors compliance with labor protections and agreements, and holds participation rights over social, personnel, and economic matters. Separate company-level laws can place employee representatives on supervisory boards, so labor's voice can enter the body overseeing management rather than remaining wholly outside it. The arrangement does not eliminate conflict or give workers unilateral control. It changes where conflict occurs and what information and consent the parties must exchange. That is why the Volkswagen signal looks different through this descent: the workers are not simply petitioning a distant corporate machine. Parts of labor, capital, and the state meet inside a governance system designed to negotiate their disagreement. Restructuring becomes an argument over representation as well as costs.
